Rivers State Sole Administrator, Vice Admiral Ibok-Ete Ibas (retd.), has instructed all Heads of Local Government Administration (HLGA) to submit detailed reports on their councils to the Ministry of Local Government Affairs.

The directive was issued through a formal memo dated March 24, 2025, signed by the Permanent Secretary of the ministry, Dame Dr. Itong Awani.

The memo, addressed to all 23 local government council heads, emphasized the need for timely compliance.

According to the document, the reports must follow a structured template and be submitted to the ministry by Wednesday, March 26, 2025, after which they will be forwarded to the Sole Administrator’s office at the Government House in Port Harcourt.

The required submission template includes several sections: an introduction, the council’s functions, a breakdown of staff by cadre, revenue sources, and details of projects undertaken in the past two years.

It also calls for a summary of achievements, challenges faced by the council, and recommendations for improvement.

Vice Admiral Ibas, who assumed office last week after being sworn in by President Bola Tinubu, was appointed following the federal government’s declaration of a state of emergency in Rivers State.

The emergency, announced on March 18, 2025, resulted in the suspension of Governor Siminalayi Fubara, Deputy Governor Ngozi Odu, and all elected members of the Rivers State House of Assembly for an initial period of six months.
